Elizabeth Mbugua

Elizabeth Mbugua is the Regional Government Affairs and Policy Director at Jhpiego, where she leads the policy pillar at the HealthTech Hub Africa (HTHA). A trained Advocate of the High Court of Kenya with a strong background in law and Global Health, Elizabeth brings a wealth of expertise to her role. At HTHA—a Pan-African healthtech innovation platform committed to catalyzing collaboration between startups and governments to strengthen health systems in Africa—she spearheads the development and implementation of policy and advocacy strategies that align health innovations with national priorities. Her work focuses on supporting governments to address major health challenges in underserved populations through healthtech solutions. Elizabeth leads the growth and coordination of a pan-African Intergovernmental Working Group (IWG), overseeing thematic sub-groups on data, licensing, and public-private partnerships, value-driven collaboration, while also engaging Ministries of Health and regional healthtech stakeholders to shape impactful, forward-looking policies.
